The Uttar Pradesh Public Service Commission (UPPSC) has released notification of Combined Upper Subordinate Services and Forest Services Examination 2025 for recruitment of SDM, DSP, ARTO, BDO, DPRO, ACF, RFO and other Group-B Gazetted Officers in the state. NOTE: The vacancies will surely increase, because at the time of advertisement, only a few departments have sent vacancy details to the commission, and till the Prelims Exam Date, many more departments will send the vacancy details (including that of RFO). As a result, vacancies will increase to atleast 300-350.
EDUCATIONAL QUALIFICATION (as on 24/03/2025):
1. For Upper Subordinate Services:
Bachelor Degree in any stream from any UGC/AICTE recognized university in India.
2. For Assistant Conservator of Forest (ACF):
(i) Bachelor's degree with at least one of the subjects namely Botany, Zoology, Chemistry, Physics, Mathematics, Geology, Forestry, Statistics, OR,
(ii) Bachelor's degree in Agriculture, OR,
(iii) Bachelor's degree in Engineering (BE/BTech) from a UGC/AICTE recognised university.
3. For Range Forest Officer (RFO):
(i) Bachelor's Degree with two or more of the subjects namely Mathematics, Physics, Chemistry, Botany, Zoology, Forestry, Geology, Agriculture, Statistics, Horticulture and Environment, OR,
(ii) Bachelor's degree in Agriculture, OR,
(iii) Bachelor's Degree in Veterinary Science, OR,
(iv) Bachelor's degree in Engineering (BE/BTech) from a UGC/AICTE recognised university.
AGE LIMIT (as on 01/07/2025):
• Minimum: 21 years
• Maximum: 40 years
• Age relaxation in the Upper Age Limit will be provided to:
(i) SC/ST/OBC-NCL: 5 years
(ii) Physically Handicapped: 15 years
(iii) Skilled Players of UP: 05 years
(iv) State Government Employees of UP: 05 years
(v) Ex-Serviceman/ECOs/SSCOs: Three (3) years + Period of service rendered in the Army.

• Pay Scale: ₹47,600-1,51,100

PROBATION PERIOD:
The probation period of Upper Subordinate Service Officers and Forest Service Officers (ACF & RFO) is of 2 years. During this period, they receive training and work under senior officers for field training. After its completion, they are confirmed in the service.
ARE OTHER STATE CANDIDATES ELIGIBLE?
Yes other state candidates are also eligible. But, they will be considered as a General/Unreserved Candidate, and will not get the benefits of reservation & age relaxation.
SELECTION PROCESS:
Selection to the services takes place in three stages:
A. Stage-I: Preliminary Examination
B. Stage-II: Main Examination
C. Stage-III: Personality Test/Interview
A. STAGE-I: PRELIMINARY EXAMINATION:
• This stage will be the same for both Upper Subordinate Services (PCS) and Forest Services (ACF/RFO).
• Mains Exam will be different for both services, for which separate merit lists will be prepared (on the basis of marks scored in Prelims stage).
• In this exam, there will be two papers:
1. Paper-I: General Studies-I: General Awareness and Current Affairs.
2. Paper-II: General Studies-II: English, Hindi, Comprehension, Reasoning and Mathematics (Class X level).
• Both papers will be Objective Type (MCQ) and OMR Based.
• Both Papers will be of 200 marks each.
• Number of questions in Paper-I: 150
• Number of questions in Paper-II: 100
• Timing of Paper-I: 9.30 to 11.30 AM (2 hours)
• Timing of Paper-II: 2.30 to 4.30 PM (2 hours)
• Paper-II of the Preliminary Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.
• Only marks scored in Paper-I will be used for shortlisting for the Main Exam.
• Qualifying both papers is necessary for being shortlisted.
• Negative Marking: One-third.
• Candidates equal to 12 to 15 times the vacancy (category-wise) will be shortlisted for the Main Exam.
B. STAGE-II: MAIN EXAMINATION:
1. For Upper Subordinate Services:
In this exam, there will be eight papers:
(i) General Hindi: 150 marks
(ii) Essay: 150 marks
(iii) General Studies (First Paper): 200 marks
(iv) General Studies (Second Paper): 200 marks
(v) General Studies (Third Paper): 200 marks
(vi) General Studies (Fourth Paper): 200 marks
(vii) General Studies (Fifth Paper): 200 marks
(viii) General Studies (Sixth Paper): 200 marks
• TOTAL: 1500 marks
• Duration of each paper: 3 hours
• Type: Conventional/Descriptive Type.
• Ratio for shortlisting for the Interview: 1:3 (3 times the vacancy)
2. For Forest Services:
(i) General Hindi and Essay (Descriptive): 200 marks - 3 hours
(ii) General Studies-I (Objective): 200 marks - 2 hours
(iii) General Studies-II (Objective): 200 marks - 2 hours
(iv) Optional Subject-I (First Paper) (Descriptive): 200 marks - 3 hours
(v) Optional Subject-I (Second Paper) (Descriptive): 200 marks - 3 hours
(vi) Optional Subject-II (First Paper) (Descriptive): 200 marks - 3 hours
(vii) Optional Subject-II (Second Paper) (Descriptive): 200 marks - 3 hours
• TOTAL: 1400 marks
• Ratio for shortlisting for the Interview: 1:3 (3 times the vacancy)
• Candidates have to choose any two optional subjects from the following:
(a) Agriculture
(b) Agricultural Engineering
(c) Animal Husbandry & Veterinary Science
(d) Botany
(e) Chemistry
(f) Chemical Engineering
(g) Civil Engineering
(h) Forestry
(i) Geology
(j) Mathematics
(k) Mechanical Engineering
(l) Physics
(m) Statistics
(n) Zoology

• Candidates will not be allowed to offer the following combination of subjects:
(a) Agriculture and Agricultural Engg.
(b) Agriculture and Animal Husbandry & Veterinary Science.
(c) Agriculture and Forestry.
(d) Chemistry and Chemical Engg.
(e) Mathematics and Statistics.
(f) Of the Engineering subjects viz. Agricultural Engineering, Chemical Engineering, Civil Engineering and Mechanical Engineering - not more than one subject.
C. STAGE-III: PERSONALITY TEST/INTERVIEW:
• In this stage, your personality and knowledge will be tested, to see whether you're fit for the service or not.
• For Upper Subordinate Services: 100 marks.
• For Forest Services: 150 marks.
FINAL SELECTION (Upper Subordinate Services):
Final Selection will be done from the merit list prepared on the basis of marks scored in Mains Exam and the Interview. The candidates higher in merit will be selected for the service.
For preparing the final merit list, 1500 marks of Main Exam and 100 marks of the Interview will be added.
So, Total Marks in the Final Merit = 1500 + 100 = 1600 marks.
FINAL SELECTION (Forest Services):
Final Selection will be done from the merit list prepared on the basis of marks scored in Mains Exam and the Interview. The candidates higher in merit will be selected for the service.
For preparing the final merit list, 1400 marks of Main Exam and 150 marks of the Interview will be added.
So, Total Marks in the Final Merit = 1400 + 150 = 1550 marks.
